Tendering is one of the key functions in an infrastructure construction project as the increases in business volume will depend on winning the bids with the highest possible profit margin. However, without an effective management of resources in the infrastructure industry, only a few companies can remain competitive. In the current literature there is a very limited amount of research conducted on connecting tendering and resource management. The objective of this study is to find how tendering and resource management can be connected, what are the factors needed for the connection and what kind of a model could support this connection.
This research was conducted as a qualitative case study. On the basis of the literature review a core knowledge of the tendering process and resource management was established. In the one case company, the primary data was collected from six focus group interviews. In total there were 19 manager level employees interviewed in these interviews. The interviews were recorded and analyzed in order to answer the objectives set. In addition, case company’s documentation was used in order to enhance the validity of the interviews.
This study reveals the connection between resource management and tendering process. Contrary to the gap found in the literature and even some employees in the company, resource management is constantly done in the tendering process. However, this is not done in a systematic fashion. This study has developed the tendering process and there is a set of key issues needed to answer for each project in order to do resource management in tendering phase. These key issues are also categorized and their connections are modeled in order for a company to take action. In addition, there are different managerial decisions needed in order for the resource management to be implemented systematically in to the tendering process.
