Tiivistelmä
Tässä pro gradu -tutkielmassa tarkastellaan millaista on yhteistyö kunnan ja palveluntuottajan välillä tilaaja-tuottajamallissa palvelujen järjestämiseksi. Tarkastelu kohdistuu lastensuojelun sijaishuollon laitoshoidon ostopalveluihin ja analyysi perustuu kunnan näkökulmaan. Suomessa kunnilla on järjestämisvastuu suurimmasta osasta kuntalaisille kuuluvista sosiaali- ja terveyspalveluista. Nykyään kunnilla on kuitenkin enemmän vaihtoehtoja järjestää palvelut, esimerkiksi yhteistyössä kolmannen sektorin tai yritysten kanssa. Tilaaja-tuottajamallin tavoitteena on toteuttaa palvelut kohdennetummin, tehokkaammin ja taloudellisemmin, niin, että kunnalla on palvelusta järjestämisvastuu mutta palveluntuottaja on kunnasta erillinen taho. Kokonaisvastuu palvelun laadusta ja asianmukaisesta toteutumisesta säilyy aina kunnalla. Erityisen tästä tutkimuksesta tekee se, että sijaishuollon palveluissa asiakas on huostaan otettu lapsi, jolloin palvelun järjestämisen ja toimijoiden yhteistyön tulee olla erityisen selkeää kokonaisvastuun säilymiseksi kunnalla. Toimijoiden yhteistyötä tarkastellaan hallinnan (governance) viitekehyksessä ja tilaaja-tuottajamallin prosessien näkökulmasta.
Aineisto koostuu kunnan laatimista kilpailutusdokumenteista ja niitä täydentää fokusryhmähaastattelu. Aineiston analyysimenetelmänä olen käyttänyt teoriaohjaavaa sisällönanalyysia.
Analyysin mukaan yhteistyö määräytyy osaksi hallinnan hierarkkisen mallin mukaisesti. Kunta ohjaa palveluntuottajia "ylhäältä alaspäin", esimerkiksi päättämällä mitä palvelua halutaan, miten tuotettuna, ja ohjaamalla palvelutuotantoa haluttuun suuntaan. Hallinnan markkinaohjaava malli taas säilyy niin kauan kun palveluita järjestetään ostopalveluna. Tällöin palvelujen kilpailuttaminen, tuotteistaminen, ostaminen ja myyminen määrittävät yhteistyötä ja sen roolijakoa. Hallinnan verkostomalli ei ole löytänyt vielä paikkaansa julkisen ja yksityisen sektorin yhteistyössä, mutta sen merkitys tunnistetaan. Tällä hetkellä verkostomaisen yhteistyön esteeksi nähdään resurssi- ja aikapula. Verkostomallille ominaista toimijoiden keskinäistä luottamusta ei ehditä rakentamaan, kun aikaa kasvokkaiselle vuorovaikutukselle ei ole. Vuorovaikutuksen nähdään synnyttävän luottamusta, joka on edellytys onnistuneelle yhteistyölle laadukkaiden palvelujen järjestämiseksi. Verkostotyöskentelyn kehittämiseksi käytettävien palveluntuottajien määrää tulee rajata. Tilaaja-tuottajamallissa yhteistyössä voidaan paikantaa kaikkia kolmea hallinnan mallia.
Organizing the Foster care of child protection in Purchaser-provider-model and how to govern co-operation

This Master`s thesis examines what sort of co-operation public sector has with service providers in purchaser-provider-model. Main focus is in child welfare 's foster care services which are bought
from service providers. The analysis emphasizes public sectors point of view. In Finland public sector has responsibility of organizing the most of welfare and health services. Nowadays, municipalities have more options in organizing child welfare's foster care services, for example with the third sector or private companies. Purchaser-provider-models target is to execute services both effectively and cost-effectively. Overall responsibility of quality and regularity remains always in the municipality. This thesis is essential due the focus is in the foster care services and because the client is a child whom is taken in to care. Therefore, the organization of services and distribution of work has to be explicit and municipality has to hold the overall responsible. In this thesis co-operation is reviewed in the framework of theory of governance and purchaser-provider-model.
The research data has been collected from purchase documents and theme interview. Analysis of the material is based on a theory-driven content analysis.
Based on analysis, municipalities are defined co-operation in part of governance hierarchy model. There municipality control co-operation for example deciding what services are wanted, what way organized and controlling the production of services. The market model of governance defines co-operation as services produced by outsourcing services. Hence, services are placed under procurement and the service has to be productize to sell or to buy, specifying the cooperation between participants. Network (model) has not yet reached its place in the framework between public and private sector. The lack of human resources and time blocks the ability to utilize network at the public sector. There is no time to build mutual trust which is the key element in networks. To confirm networks, public sector should delimit partners and by that way have more time to build collaboration. That is the only way to secure high quality services. In purchaser-provide-model you can locate all three models of governance.
