Tiivistelmä
Pro graduni tarkoitus on selvittää julkisten dokumenttien tuottama näkemys perheestä. Kirjallinen aineisto käsittelee kunnallisten palveluiden piirissä tapahtuvia kotouttavia toimia. Viitekehyksenä työssäni on perhekeskeisyys, kotouttaminen, kotoutuminen ja erilaiset akkulturaatioteoriat. Lähestyn kirjallisia dokumentteja diskurssianalyyttisen teorian kautta. Etsin aineistostani diskursseja, joita perhekeskeinen kotouttaminen synnyttää. Kohderyhmänä ovat maahanmuuttajat, erityisesti pakolaiset, sillä heihin kohdistuu paljon erilaisia kotouttamisen toimenpiteitä. Tavoitteenani on tutkia julkisten dokumenttien synnyttämiä konstruktioita, enkä pyri aineistollani tavoittamaan maahanmuuttajien omia näkemyksiä. Mielestäni kirjallisten ohjelmien läpikäymisellä on myös oma tärkeä paikkansa. Ne rakentavat tapaa puhua maahanmuuttajista ja heidän tarpeistaan.
Aineistona työssäni toimivat kuvaus maahanmuuttajataustaisten lasten valmistavasta opetuksesta, ulkomaalaistoimiston toiminnasta, asuttamista koskeva mietintö, Pirkkalan kotouttamisohjelma 2000 ja kuvaus Pirkkalan pakolaistyöntekijän työnkuvasta. Kirjallisissa dokumenteissa rakentuvat suomalaisuuden ja oman kulttuurin diskurssit. Niistä löytyy myös vanhemmuuden tukemisen diskurssi. Nämä osadiskurssit muodostavat yhdessä integraation johtodiskurssin. Aineistolleni on paikannettavissa kohdeyleisö, joka on muslimimaahanmuuttajat. Se nousee esille vahvassa kollektiivisuuden korostamisessa, suurien perheiden käsittelyssä ja uskonnon tärkeydessä. Paikantamiini diskursseihin kietoutuvat rooliodotukset, joita käsittelen työni analyysivaiheen lopussa.

The aim of my thesis is to discuss the images of family that can be found in public documents. The material is in written form and it mainly deals with local government’s domestication services for immigrants. In the thesis I have applied theories on family centeredness, domestication and acculturation. My target is to locate the discourses that family centeredness produces, using discourse analysis as the method of approach. In my analysis, I concentrate on immigrants, more specifically refugees, for they constitute the target group of a wide range of public services. My goal is to analyse the constructions that can be found in public documents not to cover the point of view of the immigrants themselves. I think a study of this type serves a purpose, because written documents construct the ways people talk about immigrants and their needs.
The material consists of a description of the preparative education for children with an immigrant background and the procedures of the Social Office for Immigrants, a report on the accommodation of immigrants, Integration Program of Pirkkala in 2000 and a refugee worker’s job description in Pirkkala Social Office. From the documents emerge discourses about the Finnish culture and the immigrant cultures, as well as a discourse of supporting the parents. These discourses form a leading discourse, that is, integration. It is clear that the programs discussed are targeted for Muslim immigrants. This can be seen in the way the texts emphasise strong collectivity and take into consideration large families and the central role of religion. These discourses also reflect the potential immigrant roles, with which I deal at the end of my analysis.
