Tiivistelmä
Tässä diplomityössä tarkastellaan vallan ja sosiaalisten hierarkioiden suhdetta rakennettuun ympäristöön. Sosiaalinen hallinta muokkaa yksilön kokemusta kaupungin ja arkkitehtuurin kontekstissa. Työn keskeisimmät tutkimuskysymykset ovat: kuka saa olla ja viedä tilaa kaupungissa sekä millaisissa paikoissa ja miten koettuja reviirejä voidaan pehmittää, jotta kaupunki jakautuisi luontevammin kaikille käyttäjilleen. Kaikissa julkisissa tiloissa ja paikoissa vallitsee aina käyttäjäkunnan sisäinen hierarkia virallisen hallinnollisen vallan lisäksi. Tätä julkisen tilan illuusiota tarkastellaan tässä työssä haastattelujen, analyysin ja kirjallisen teoriakatsauksen kautta. Työssä käydään läpi erilaisia tapoja ja hallinnan keinoja sosiaalisesta käyttäjälähtöisestä kehityksestä aina kaupunkien ja muiden hallintorakenteiden luomiin järjestelmiin. Näitä ajatuksia verrataan ja peilataan Vantaan Koivukylän aluekeskukseen, sovittaen kaupunkirakenteeseen akupunktioratkaisuja, joilla alueen koettua tunnelmaa ja reviirejä voitaisiin pehmentää.
Työ on luonteeltaan tarkasteleva ja tarkoituksena on tarkastella hallintoa. Sen syy-seuraussuhteita teoreettista viitekehystä soveltaen. Työn ensimmäisessä osassa käydään läpi hallinnan rakenteen suhde omistajuuteen, hallinnan välineisiin ja yksilön mahdollisuuksiin vaikuttaa omassa ympäristössään. Tilallisen kokemuksen ja välittämisen merkitys tilojen käyttäjille on työn keskiössä. Hallinnon ja hallinnan muodostaman kokonaisuuden laajuuden ja moniulotteisuuden vuoksi työ rajautuu yksilön kokemukseen, arkkitehtuuriin ja toimijuuteen suhteessa hallintaan.
Työhön haastateltiin kahta eri henkilöä, aiheena kokemuksellisen tiedon suhde hallintaan arjessa, kaupungin tasolla ja arkkitehtuurin käytäntöinä. Haastateltavat olivat Koivukylän alueella toimiva kolmannen sektorin toimija ja tutkija sekä arkkitehti Hossam Hewidy. Heidän haastatteluidensa keskiössä on kysymys siitä, kenelle kaupunkia loppupeleissä kehitetään ja onko toiminnan jatkuvuuden ja mahdollisen muutoksen välissä tilaa kaikille kaupunkilaisille.
Työn lopussa esitetään Koivukylänalueelle toimen piteitä, joiden tarkoituksena on lisätä, paikata tai korjata alueelta havaittuja puutteita, ongelmia ja haasteita. Nämä niin kutsutut akupunktiotoimenpiteet ovat keinoja, joilla yksilön kokemaa merkityksellisyyttä, alueen identiteettiä ja käyttäjien juurtumista alueelle voidaan kehittää. Lopuksi työssä pohditaan, miten kaupunkitilan yhtenäinen narratiivi muodostuu paikallisidentiteettiä rakentaen. Tilan jäsentäminen käyttäjien näkökulmista merkityksellisellä tavalla korostuu, kun kaupungissa salliitaan tilaa viipymiselle ja kommunikaatiolle.
Työssä tarkastellut hallinnon rakenteet suhteessa käyttäjälähtöiseen suunnitteluun voivat hyvin toteutettuina muokata kaupunkien ja alueiden mainetta, lisätä sosiaalista kestävyyttä ja kaiken kaikkiaan luoda sallivamman ja yksilön toimijuutta edistävän viitekehyksen kaupunkien tulevaisuuden kehitykselle. This master’s thesis examines the relationship between power, social hierarchies, and the built environment. Social control shapes the individual’s experience within the city and its architecture. The central research questions of the thesis are: who is permitted to be present and occupy space in the city, and in what kinds of places, and by what means, can perceived territories be softened so that the city would be distributed more naturally among all its users. In all public spaces, there is always an internal hierarchy among users, in addition to formal administrative power. This thesis examines the illusion of public space through interviews, analysis, and a theoretical literature review. The thesis discusses different forms and mechanisms of control, ranging from socially and user-oriented development to structures and development mechanisms created by cities and other systems of governance. These ideas are compared with and reflected on the district centre of Koivukylä in Vantaa, applying acupuncture-like interventions to the urban structure to soften the perceived atmosphere and territorial boundaries of the area.
The thesis is exploratory in nature and aims to examine governance and its causal relationships by applying a theoretical framework. The first part of the thesis discusses the relationships among the structures of governance, ownership, and control and the individual’s opportunities to influence their environment. The significance of spatial experience and care for the users of spaces is central to the thesis. Due to the breadth and multidimensionality of the whole formed by administration and control, the thesis is delimited to the individual’s experience, architecture, and agency in relation to control.
For the thesis, two individuals were interviewed on the theme of the relationship between experiential knowledge and control in everyday life, at the urban level, and as architectural practice, a third-sector actor and researcher working in the Koivukylä area, and the architect Hossam Hewidy. At the centre of these interviews is the question of whom the city is ultimately developed for, and whether there is room for all city residents between the continuity of existing activities and the possibility of change.
The final part of the thesis addresses measures for the Koivukylä area intended to address, remedy, or correct observed deficiencies, problems, and challenges in the area. These so-called acupuncture interventions are means through which the meaningfulness experienced by individuals, the identity of the area, and users’ rootedness in the area can be developed. Finally, the thesis considers how a coherent narrative of urban space is formed through the construction of local identity. Structuring space in a meaningful way from the perspectives of its users becomes especially important when space is allowed in the city for lingering and communication.
The governance structures examined in the thesis, in relation to user-oriented design, can, when implemented successfully, shape the reputations of cities and districts, increase social sustainability, and, overall, create a more permissive framework that promotes individual agency in future city development.
