This chapter concludes the analysis of transnational knowledge networks' power within the European Union (EU) and Finland. We identify a fluid, credibility-based network structure that operates between formal and informal settings. The research highlights the blurred boundaries between education policy and research and innovation policy, emphasising the importance of understanding everyday practices within institutional frames. As a theoretical finding, we suggest that knowledge, power, and networks can only be defined in relation to each other. Our methodological findings enable a reflexive research methodology that helps understand the phenomenon, and how researchers have a stake in power related to knowledge. As an empirical result, we discuss how the fluid, credibility-based network simultaneously supports the dynamic change of its members while offering a basic structure in which to operate. This network's influence extends beyond the EU's weak legislative power in education, overcoming statutory limitations through interconnected organisational links. Finally, we reflect on the various discursive layers of knowledge and power: evidence-based policy, epistemic content, normative stands, and politics. These layers intersect within the network and are part of the interpretations of the use of knowledge.
