Tiivistelmä
This study investigates the indicators of violent extremism and radicalisation among vulnerable adolescents and young individuals within Helsinki’s Muslim communities, focusing on those susceptible to extremist ideologies.

Employing a qualitative research methodology, the study draws on publications from the Finnish Ministry of the Interior, relevant academic literature, and responses from structured interviews. The empirical foundation of the research is the Anchor Work Model, implemented under Finland’s National Action Plan to prevent violent extremism. This model is operationalised through a multidisciplinary team comprising police officers, social workers, and healthcare professionals. The research also provides a brief historical overview of Islam and Muslim communities in Finland. The study examines the dissemination of extremist propaganda and the methods used to influence vulnerable individuals. The theoretical framework is grounded in security network theory, supported by academic literature and research work. The qualitative approach enabled an assessment of the compatibility between theoretical concepts and the practical application of the Anchor Model. Participants were divided into two groups based on professional background, age, and religious affiliation. Group A included experts from the Anchor Work team—such as police officers, social workers, healthcare professionals—and members of the planning and steering committees from the Ministry of the Interior. Group B consisted of representatives from Helsinki’s Muslim communities and volunteers from civil society organisations working with Muslim youth on integration and social inclusion. The research identified both strengths and challenges in the implementation of the Anchor Work Model. A comparative analysis with the Danish approach—particularly the Aarhus and VINK models—highlighted both similarities and contextual differences. Key conclusion focusing on the engagement of young people within Muslim communities through promoting acceptance, trust, and confidence, thereby encouraging participation and reducing marginalisation.
