Tiivistelmä
Julkiset hankinnat muodostavat Suomessa 47 miljardin euron arvoisen mahdollisuuden innovaatioiden ja kestävän yhteiskunnan edistämiselle. Innovatiiviset julkiset hankinnat on käsitteenä vielä epäselvä ja usein sen ajatellaan tarkoittavan hankintamenettelynä vain innovaatiokumppanuutta. Kuitenkin kaikki hankintamenettelyt voidaan käsittää innovatiivisina ja innovaatioita tukevina ja rakennushankkeet ovat aina kertaluontoisia, uniikkeja.
Innovatiivisia julkisia hankintoja haittaavia tai estäviä tekijöitä on tutkittu runsaasti ja useissa lähteissä esteiksi nousevat hankintayksiköiden osaaminen, käytettävissä oleva aika ja saatavilla olevat resurssit. Tässä diplomityössä ei enää käsitellä paljon tutkittua ongelmaa vaan keskitytään ratkaisuihin innovatiivisuuden lisäämiseksi.
Tutkimuksen tavoitteena oli rakentaa rakennusalan toimijoiden kanssa yhteistyössä osapuolia palveleva toimintamalli, jota seuraamalla julkisen hankintayksikön toiminnan sekä hankintaprosessin innovatiivisuus lisääntyvät.
Tutkimuksen toteuttamiseksi järjestettiin kolme työpajaa, joissa innovatiivisen julkisen hankinnan käsitettä selkeytettiin ja toimintamallia luotiin yhteistyössä. Lisäksi yhteensä kymmenen alan asiantuntijaa haastateltiin toimintamallin kehittämiseksi. Lopuksi valmista toimintamallia kommentoi VTT:n erikoistutkija Ville Valovirta. Valovirta totesi mallin olevan looginen ja että sitä tulee testata. Toimintamalli on työn liitteessä 1.
Työn tuloksina innovatiivisten julkisten hankintojen käsitettä selkeytettiin, innovatiiviselle julkiselle hankinnalle luotiin prosessikuvaaja ja hankintayksiköiden toiminnan kehittämiseksi laadittiin viisi askelinen toimintamalli, jota voi soveltaa rakennushankkeiden lisäksi muihinkin julkisiin hankintoihin Suomessa.
Lopuksi vain käyttöönotettu malli saa mahdollisuuden vähentää innovatiivisten julkisten hankintojen toteuttamisen haasteita. Käyttöönotto vaatii yhteistyötä ja onnistuessaan sekä veronmaksajien varoja että palveluntarjoajien varoja säästetään merkittävästi. Public procurement forms an opportunity worth 47 billion euros for innovations and sustainable society in Finland. Innovative public procurement as a concept is yet unclear and often it is thought to mean only an innovation partnership as a procurement process or method. However, all procurement processes or methods can be seen as innovative or as innovation-friendly, and all construction projects are single-time-projects, thus unique.
Different obstacles or hinders to innovation in public procurement have been investigated and researched vastly and in many studies obstacles are seen as the competence of the procurement organization, and the time and the resources available. In this Master of Science thesis, the obstacles are no longer being studied. The focus of this thesis is on finding the solutions to increase innovation in public procurement.
The objective of this thesis was to build a framework or a model in co-creation with the experts of the construction industry to increase innovation in the work of public procurement organizations and in the public procurement process.
Three workshops were held and in those workshops the concept of innovative public procurement was clarified, and the framework was built together. In addition, ten experts were interviewed to build the framework. At the end, a special researcher from VTT, Ville Valovirta, commented on the framework. Valovirta stated that the framework is logical and needs to be tested. The framework is appendix 1.
As results, the concept of public procurement was clarified, the process diagram for innovative public procurement was made, and to develop the innovative operations and process of public procurement organizations, the framework of five steps was built. The framework can be applied to other public procurement industries in Finland in addition to construction industry.
Finally, only a framework that is being used can get the possibility to reduce the different obstacles of innovative public procurements. The implementation of the framework requires collaboration. When implemented correctly, the framework will save significantly both the public funds and the funds of the service providers.
