Gender budgeting in the crossroad of gender policy and public financial management: The Finnish case

Abstract

This article analyses the implementation of gender budgeting (GB) in Finland. It pays attention to recent shifts in governance and public finance management and their effects on GB. It provides new insight about the relationship between gender mainstreaming and GB. It shows that although a technocratic inside-government approach can yield some results, civil society has an important role in re-politicizing GB and drawing attention to the impacts of economic policies.
