The concept of public service ecosystem is gaining much interest in discourses concerning value co-destruction in public service delivery. We adopt public service ecosystem as a perspective to view value co-destruction within infrastructure industry through misintegration of resources. To us, value destruction represents a decline in individual, organizational or societal well-being. Our research identifies hybridity, temporality, interconnectedness, and interdependence as pivotal characteristics of the public service ecosystem leading to misintegration of resources. We argue that mitigating value co-destruction requires a focus on institutional arrangements, structures, and incentives to align value creation processes and bridge gaps in the public service ecosystem.
