Network monitoring consists of following the operating state of the electricity network. This is done by evaluating the pre-defined indicators of supply quality which should be kept in their set limits. The equipment installed to weather-proof the electricity networks has introduced many new measurement points and data flows to the control centre, which create more indicators to be monitored by the operator. These measurements must be monitored at the control centre of the distribution system operator to keep track of phenomena which need attention. This creates a need for managing the information flow, and the information flow must be handled properly on the system level to avoid creating more burden on the control centre operators and to relieve the already existing burden.
The network monitoring process of Elenia was not clearly defined and thus the objectives of network monitoring were understood differently between the control centre operators. Also, the current system environment does not provide much support for network monitoring to be done in the way that it is intended to be done. Elenia is surveying the needs for an Advanced Distribution Management System and this thesis is done as a part of this survey.
A semistructured interview study was conducted to gather the base material. This method was chosen as the problem addressed in this thesis is qualitative and consists of views of different people to create a theory. The objectives of this thesis are to create a concise document of the network monitoring process at Elenia and what needs the network monitoring creates for the new system environment.
The network monitoring was found to be a process of managing abnormal states of the network. The control centre operators search manually for indications of abnormality, then do a causal relation judgement of what has caused the abnormality, validate whether the abnormality is justified to continue, and possibly make actions to revert the abnormality or make the abnormal situation more sustainable if needed.
Two main needs for the new system environment were found: tools for managing normal switching states, and a novel paradigm to switch the network monitoring process from human judgement to task-oriented regime provided by system-level automation. The ambiguous definition of the normal switching states is important as the network monitoring was defined to be the process of managing abnormal states. The abnormal states must be clearly presented to the user to direct their attention to the cases which need it the most.
Now that there is a need for clearly presenting the abnormal states, a novel paradigm was proposed to help the operators to catch the cases which need their attention. The system would automatically create network monitoring cases for the operator and these cases would include all the relevant information about the case and proposals of actions which would either revert the situation or make it more sustainable. This paradigm would relieve the operator from manually searching the indications, doing the causal relation, and thinking of the actions which should be done.
