Tiivistelmä
The purpose of the dissertation is to carry out a quantitative analysis regarding energy efficiency subsidies and energy consumption. It tries to investigate if energy efficiency subsidies help in reducing energy consumption and to estimate a quantitative result. Moreover, since it was carried out with the participation of the European Commission, and in particular DG COMPETITION, it also tries to assess the appropriateness and proportionality of the measures and the competition distortion.
To do so, it investigates the last 11 years’ findings via a systematic literature review, which focused on European Union’s Member States, energy efficiency subsidies and in particular the household sector. After a careful review of the articles, appropriateness and proportionality of the measures have been assessed along with competition distortion. Energy efficiency subsidies seems appropriate to reduce energy consumption, but it is important to also consider the economic situation of each country in which they are implemented. The proportionality refers to the amount of aid received, and in this case few references where found. Unfortunately, nothing has been found for competition distortion, due to the different focus that the articles had.
Then, a meta-analysis has been carried out using the STATA software. The type of meta-analysis is the random-effect one and the method used to compute the between study variability is the restricted maximum likelihood. The primary meta-analysis result highlighted a reduction in energy consumption of 0.368 kWh/year. Finally, an assessment about heterogeneity has been carried out, putting in practice different techniques.
