Tiivistelmä
Tämä diplomityö tarkastelee rakennusliikkeen asuntorakentamisen hankekehityksen toimintaa, keskittyen erityisesti kaupunkien kanssa käytävään yhteistyöhön. Rakennusliikkeen näkökulmasta tarvitaan tietoa toisaalta hankekehityksen kulusta rakennusliikkeen sisäisenä toimintana ja toisaalta kaupungin kaavoituksesta, koska ne vaikuttavat suoraan rakennusliikkeen toimintaan.
Hankekehitys toimintona sijoittuu aikaan ennen konkreettista rakennushanketta. Hankekehityksen tavoite on luoda rakennusliikkeelle kannattavaa liiketoimintaa. Hankekehityksellä on useita sidoksia kiinteistökehityksen käsitteistöön. Kiinteistökehityksen mallit eivät kuitenkaan täysin pysty kuvaamaan hankekehityksen toimintaa. Taloudellisesi kannattava hankekehitys edellyttää käytännössä aina kaavamuutosta joko muuttuvan käyttötarkoituksen tai rakennusvolyymin kasvamisen takia.
Diplomityön tavoitteena on 1) Kuvata asuntorakentamisen hankekehityksen kulku, 2) Kuvata kaupungin näkökulma hankekehitykseen ja 3) Kehittää menetelmä tiedon keräämiselle kaupungilta. Tavoitteiden kautta pyritään vastaamaan tutkimuskysymykseen: Miten rakennusliikkeen tulisi kerätä tietoa kaupungeilta kaavoitusta vaativassa hankekehityksessä?
Tutkimuksen tavoitteisiin ja näin tutkimuskysymykseen vastaamista varten toteutettiin teemahaastattelut, jotka muodostivat tutkimuksen empiirisen aineiston. Aineisto hankittiin kahdella eri teemahaastattelulla, joista toisessa haastateltiin rakennusliikkeen edustajia ja toisessa kahden suuren ja edelleen kasvavan kaupungin virkamiehiä. Rakennusliikkeen edustajista haastateltiin neljää ja kaupungin edustajia yhteensä viittä kahdesta kaupungista.
Empiirisen aineiston ja olemassa olevan kirjallisuuden pohjalta saatiin lisättyä ymmärrystä hankekehityksestä ja lisättiin ymmärrystä kaupungin roolista ja näkemyksistä kaavakehityshankkeissa. Aineiston pohjalta myös vahvistui käsitys siitä, että tiedon tarve rakennusliikkeellä on jatkuvaa. Tätä tiedontarvetta varten laadittiin ehdotus menetelmästä, jolla voidaan nykyistä systemaattisemmin kerätä tietoa kaupungilta.
Tutkimuksen lopputuloksena havaittiin tarve parantaa rakennusliikkeen ja kaupungin välistä hankerajat ylittävää tavoitteiden seurantaa. Tavoitteisen seuraamista varten kehitettiin systemaattinen menetelmä tiedon keräämiseen, jonka avulla rakennusliike pystyy systemaattisemmin keräämään tietoa kaupungilta. This thesis explores the project development activities of a residental construction company, with a sepcial focus on cooperation with municapilities. From the perspective of the construction company, information is needed on the one hand about the course of project development as an internal activity of the company and on the other hand about the zoning of the city, because they directly affect the construction business.
Project development as a function takes place before the concrete construction project. The goal of project development is to create profitable business for the construction company. Project development has several links to the concept of real estate development. However, real estate development models cannot fully describe the operations of project development. In practice, profitable project development always requires a change in cityplan either due to a change of use of the building or an increase in construction volume.
The aim of the thesis is to 1) Describe the course of housing project development, 2) Describe the city’s perspective on project development and 3) Develop a method for collecting information from the city. The objectives aim to answer the research question: How should a construction company collect information from cities in project development that requires zoning?
In order to answer the objectives of the study and thus the research question, thematic interviews were conducted, which formed the empirical material of the study. The material was obtained through two different thematic interviews, one with representatives of the construction company and the other with officials from two large and still growing cities. Four representatives of the construction company were interviewed and a total of five city officials from two cities.
On the basis of empirical data and existing literature, an understanding of project development was gained and understanding of the role and views of city in development projects was increased. On the asis of the data, the notion that the need for information in the construction business is constant was also strengthened. For this need for information, a proposal was made for a method for collecting information from the city more systematically.
As a result of the study, the need to improve the cross-project monitoring of projects between the construction company and the city was identified. In order to monitor the target, a systematic method for collecting information was developed, which will enable the construction company to more systematically collect information from the city.
