Hankintatoimi osana asuntohankeprosessia

Abstract

Omaperusteisessa asuntotuotannossa perustajaurakoitsijan on hallittava asuntohankkeen eri vaiheet. Hankkeet ovat ajallisesti pitkiä, jolloin niihin sisältyy monia eri osa-alueita. Yksi merkittävimmistä osa-alueista on rakennushankkeiden urakoiden, rakennusosien ja -materiaalien hankinta. Siksi on mielekästä tutkia hankintatoimen prosessin etenemistä osana asuntohankeprosessia. Tämän diplomityön tavoitteena oli selvittää, miten asuntohankeprosessiin kuuluva hankintatoimen prosessi etenee ja miten hankintatoimi pystyy auttamaan asuntohankkeen muiden osapuolten työskentelyä. Tarve diplomityölle perustuu kohdeyritys VRP Länsi-Suomi Oy:n toimihenkilöstön yhteistoiminnan kehittämisen tavoitteisiin. Kohdeyrityksen tarpeiden tunnistamisen myötä diplomityön päätavoitteeksi asetettiin hankintatoimen prosessikuvauksen esittäminen osana asuntohankeprosessia. Päätavoitteena oli siis toiminnan vakiointi prosessikehittämisen periaatteiden mukaisesti. Päätavoitteiden tueksi diplomityössä määriteltiin kolme alatavoitteita, joiden pyrkimyksenä oli edesauttaa päätavoitteen toteutumista. Alatavoitteet menetelmineen olivat kirjallisuustutkimus diplomityön teoreettiseen viitekehykseen, kohdeyrityksen nykytilan kuvaaminen sen toiminta- ja laatujärjestelmän avulla ja prosessin kehitysehdotusten kartoittaminen haastattelututkimuksen avulla. Diplomityö toteutettiin konstruktiivisena tutkimuksena. Konstruktiivisille tutkimuksille on tavanomaista, että työn tuloksen luonne ei ole tutkimuksen alkuvaiheessa tarkalleen tiedossa. Diplomityö alkoi kirjallisuustutkimuksesta, jonka teoreettinen viitekehys muodostui kolmesta aihepiiristä, jotka olivat talonrakentamisen hankintatoimi, prosessijohtaminen ja suunnittelun johtaminen. Ensimmäistä aihepiiriä tarkasteltaessa saavutettiin kattava kuvaus hankintatoimen toiminnasta rakennushankkeen eri vaiheissa. Toisessa aihepiirissä kerrytettiin perustietoa prosessijohtamisen periaatteista ja prosessien kuvaamisen hyödyistä. Kolmas aihepiiri keskittyi rakennushankkeen eri vaiheissa tapahtuviin suunnittelun johtamisen päätehtäviin ja niiden tavoitteisiin. Kirjallisuustutkimusta hyödynnettiin muun muassa päätavoitteen saavuttamisen tukena, ja kerättyä teoreettista tietoa vertailtiin kohdeyrityksen nykytilan kuvaukseen. Nykytilan kuvaus onnistui esittämään hankintatoimen oman prosessin. Kuitenkaan selkeää yhteyttä muuhun asuntotuotannonprosessiin ei kohdeyrityksen toiminta- ja laatujärjestelmän avulla saavutettu. Osana haastattelututkimusta esiteltiin haastateltaville nykytilan kuvausta. Haastatteluissa ilmenikin, että kohdeyrityksen toiminta- ja laatujärjestelmä ei kuvaa toimintaa yksityiskohtaisella tasolla, joka vastaisi todellisuutta. Diplomityön haastattelututkimukseen osallistui prosessin eri osa-alueilla työskenteleviä kohdeyrityksen asiantuntijoita. Haastatteluissa ilmi tulleet kehitysehdotukset keskittyivät hankkeen alkuvaiheessa tapahtuvaan aikatauluttamiseen ja tavoitteiden määrittämiseen. Myös suunnittelun ja tuotannon välinen yhteistyö nousi keskeiseksi teemaksi haastattelututkimuksessa, muun muassa suunnitelmatarpeiden ja -katselmusten osalta. Diplomityön lopputuloksena syntyi prosessikuvaus, joka on esitetty uimaratakaaviona. Uimaratakaaviossa on esitelty kirjallisuustutkimuksessa ilmenneet rakennushankkeen eri vaiheet. Prosessikuvaukseen on tunnistettu myös kohdeyrityksen toiminnan kannalta oleellisia välitavoitteita. Jokaisen osapuolen uimaradalle on nimetty toimintoja ja käytäntöjä, joista hankintatoimi on riippuvainen ja toisaalta niitä toimintoja ja käytäntöjä, joissa muut osapuolet ovat riippuvaisia hankintatoimesta. Diplomityössä saavutettiin yleisellä tasolla merkittävää tietoa siitä, miten rakennusalan yrityksessä voidaan toimia verrattuna alan kirjallisuudessa esiteltyihin tapoihin. Diplomityössä ilmeni myös asuntohankeprosessin ongelmakohtia, joista muodostui mielenkiintoisia jatkotutkimusehdotuksia erityisesti suunnittelun ja tuotannon väliseen yhteistyöhön.

The founder contractor must be able to manage various specific phases of a housing project. Typically housing project take a long time, and it includes many different sectors. One of the most significant sectors are procurement of the contracts, building parts and the materials. Therefore, it is sensible to study the progress of the process of the procurement action process as part of the housing project process. The objective of this thesis is to clarify how the process of the procurement proceeds as part of the housing project process, and in addition, how a procurement’s action can help other parties of the housing project to proceed. The need for the thesis is based on the objectives of VRP Länsi-Suomi Oy, a Finnish contractor company, developing the cooperation within the company’s housing projects. The main objective of the thesis was chosen to present the process description of the procurement action which had been formed from the needs of the target company. In other words, the main objective was to standardize the operations according to the principles of the process development. In the thesis three subobjectives that support the main objective were identified. These subobjectives and their methods were analyzed by means of a literary research based on the theoretical framework of the thesis and the description of the current state of the target company with the help of the company’s operating and quality system. Many process improvement proposals came up from the interview study. The thesis was carried out as a constructive study. It is common that the result of the thesis is not clear at the beginning of the constructive studies. The thesis started with a literary research on the theoretical framework consisting of three subjects: firstly, procurement action in the house building, secondly, the process management, and finally, management of the planning. The literary research was utilized to help reach the main objective. The theoretical information was compared with the description of the present state of the target company. The description of the present state succeeded in presenting its own process of the procurement’s action. However, the clear connection to other parties in the housing project process was not reached by using the operation and quality system of the target company. In the interviews, the interviewees manifested that the operation system and quality system of the target company did not represent operation at the detailed level which would correspond to the reality. The experts of the target company who work in different sectors of the process participated in the interview study of the thesis. The improvement proposals emerging from the interviews concentrated on the scheduling taking place at the first stage of the project and on the determination of objectives. Also, the cooperation between planning and production was a central theme in the interview study. As a result of the thesis there was formed a swimlane diagram that describes housing project process step-by-step. In the swimlane diagram there were described different stages of the building projects from the literary research. The milestones which were essential from the point of view of the operation of the target company were identified into the swimlane diagram. Also, the swimlane diagram presented different dependencies between procurement and other parties. At a general level, the thesis provides significant information on how a company operates in the construction industry compared to the methods presented in the literary of the field. In the thesis, there were also revealed interesting problems in the housing project process. These problems offer good research ideals especially for cooperation between design and production.
