Tiivistelmä
Tämän tutkimuksen tavoitteena oli tarkastella mitä tukea nuori on saanut jälkihuollon palveluissa ja miten jälkihuolto on vastannut nuoren tuen tarpeisiin sosiaalityön asiakasdokumenttien kertomana. Tutkimuksen tavoitteena oli tuottaa tietoa nuoren saamasta tuesta erään kunnan jälkihuollon palveluissa. Tarkoituksena oli myös löytää uusia näkökulmia ja mahdollisia työmenetelmiä nuoren auttamiseen ja tukemiseen.
Tämä pro gradu -tutkielma on laadullinen tutkimus, jossa aineistoa on tarkasteltu institutionaalisen ja ammatillisen asiantuntijuusnäkökulman kautta. Tutkimusaineisto muodostuu kymmenen nuoren jälkihuoltoasiakkaan sosiaalityöntekijän kirjoittamista asiakasdokumenteista jälkihuollon palveluissa. Nuoret ovat iältään 18-21-vuotiaita ja heillä on lastensuojelulain (417/2007) 75 §:n mukainen jälkihuolto-oikeus. Tutkimusaineisto on kerätty joulukuussa 2019 ja aineisto sisältää 281 asiakirjakopiosivua, joista 28 on asiakassuunnitelmaa, 91 päätöstä ja 470 asiakaskertomuskirjausta. Tutkimusaineisto on analysoitu aineistolähtöisen sisällönanalyysin avulla.
Tutkielman tulosten mukaan nuorten haastavimpia itsenäistymisen alueita olivat taloudellinen tilanne ja asumisen haasteet. Nuoren pärjäämisen taustalla näyttäisi vaikuttavan nuoren aikaisemmat kokemukset ennen sijaishuoltoon tuloa, sijaishuollon muoto sekä sen katkoksellisuus ja pysyvyys. Tulosten mukaan suurimmalla osalla nuorista itsenäistymisen valmiudet ovat vielä puutteelliset, eikä nuori ole löytänyt paikkaansa yhteiskunnassa. Tuloksista myös ilmeni vahvasti nuorten terveydelliset haasteet, jotka heijastuivat nuoren eri elämän osa-alueisiin heikentävästi.
Tulokset osoittavat, että nuorten tuen tarpeet jakautuvat kolmeen polkuun. Ensimmäiseen polkuun lukeutuvat nuoret, joiden tarpeisiin jälkihuollon tuki on pääosin vastannut ja luonut nuorille erilaisia selviytymisen polkuja. Toiseen polkuun lukeutuvat nuoret, joiden tukeminen jälkihuollon resursseilla ei ole riittävä tai nuori ei ole sitoutunut ottamaan tukea vastaan. Kolmanteen polkuun lukeutuvat nuoret ovat kaikkein heikommassa asemassa olevia nuoria. Nuorella on taustallaan useita sijaishuoltopaikkoja. Nuoren polku on hyvin katkonainen ja pirstaleinen, joka heijastaa nuoren itsenäistymiseen heikentävästi. Tulokset osoittavat vahvasti, että perhehoidossa olevat nuoret näyttäisivät selviytyneen tässä vaiheessa parhaiten.
Tutkimus lisäsi tietoa ja antoi uudenlaista näkökulmaa jälkihuollon tuesta ja siitä, miten jälkihuollon tuki on vastannut nuoren tarpeisiin. Tuloksista voidaan päätellä, että nuoren tuen tarve on ilmeinen ja tulos on yhteiskunnallisesti merkittävä nuoren syrjäytymisriskin kannalta. Aihe on ajankohtainen, sillä nuoren jälkihuolto-oikeus on noussut 25 ikävuoteen asti 1.1.2020 lähtien. Lakiuudistus merkitsee sitä, etteivät jälkihuollon asiakkaat tule vähenemään, sillä nuoret ovat pidempään jälkihuollon asiakkaina. Tämä on tärkeä asia huomioida ja vaatii mahdollisesti enemmän resursseja jälkihuollon palveluihin jatkossa. The aim of this study was to review what type of support has been given for young people in aftercare services and how has the aftercare responded to the young person’s needs. This case is based on social services’ client documents. The aim of this study was to produce information of what type of support does aftercare services give for young people in a certain city. Focus was also in finding new perspectives and possibly new ways of helping and supporting the young people in aftercare services.
This Master’s thesis is a qualitative study in which the material has been studied from both institutional and professional point of view. The research material is gathered from ten (10) young clients’ documents that have been written by their social worker in aftercare services. These young people were between age 18 to 21 and they have the rights for aftercare based on child welfare act 75 § (417/2007). The material of this research has been gathered in December 2019 and consists of 281 pages, of which 28 are client plans, 91 are written decisions and 470 are client notes. This study material has been analyzed with data-driven content analysis.
The results of this study shows that biggest challenges in getting independent are financial status and challenges in residency. Experiences before coming into foster care, the form of foster care service and its consistency seem to have effects on the young people’s coping skills. Study shows that most of the young people are lacking in skills of coping independently and they haven’t found their place in society yet. It also shows that these young people have health issues that affects different aspects of their lives in a bad way.
Study shows that needs for young people are divided into three paths. First path is for the ones whose needs were met in the aftercare services and aftercare services had provided them with different coping skills. Second path consists of young people that didn’t get the services they needed or didn’t have the ability to receive it. Third path is for the most unfortunate young people. They have the background of multiple foster care places. Their paths are very discontinuous and shattered, which weakens their skills of getting independent. Study shows strongly that the ones who have been in family care have the best skills.
This study increases knowledge and gives a new perspective about need for aftercare and how the aftercare services have met the needs of young people. It can be concluded that it is obvious that these young people need help and the result is substantial in preventing exclusion. This subject is relevant because the right for aftercare has been extended up to age 25 starting from January 1st in 2020. The reform of the law means that the amount of clients in aftercare system will not be reduced, for the clients will stay in the system longer. This is an important thing to notice and possibly requires more resources for aftercare services in the future.
