Tutkimuksen tehtävänä oli verrata Suomen ja Ruotsin aktiivisen työvoimapolitiikan retoriikan muotoutumista, ja siitä johdettuja aktiivisen työvoimapolitiikan strategioita ja toimenpiteitä. Tutkimus on tehty diakronisena ja käsittää aikajakson 1997–2007.
Tutkielmassa verrattiin Ruotsissa ja Suomessa istuneitten hallitusten aktiivista työvoimapolitiikkaa koskevaa retoriikkaa hallitusten ohjelmista ja muista virallisista ohjelma-asiakirjoista. Tutkimus kohdistui siihen, miten aktiivisen työvoimapolitiikan retoriikka ilmenee ja muuttui aikavälillä 1997–2007 hallitusteksteissä. Retoriikan muutoksesta pyrittiin löytämään muuttuneita strategioita, joilla uusi aktiivinen tai aktivoiva työvoimapolitiikka muotoillaan.
Vertailu tehtiin hallituskausittain. Vertailussa oli kohteena erilaisten hallituskoalioitten merkitys aktiivisen työvoimapolitiikan retoriikassa. Vertailun kohteena olivat eri aikoina vallassa olleitten hallitusten ohjelma-asiakirjat. Tutkielmassa pyrittiin löytämään hallitusohjelmista niitä retorisia keinoja, joilla aktiivinen työvoima kussakin hallitusohjelmassa perusteltiin ja muotoiltiin. Tutkimuksessa analysoitiin sitä, miten retoriikan avulla tuotettiin uusia kategorioita, joiden avulla oikeutetaan uusia strategioita ja uusia keinoja.
Hallitusohjelmien retoriikasta pyrittiin löytämään ne teoreettiset lähtökohdat, joita vastaavalla talouspolitiikan retoriikalla tai teorioitten mahdollisesti vaihtuessa strategiat argumentoitiin ja kategorisoitiin. Tätä havaintomateriaalia verrattiin Suomen ja Ruotsin kesken hallitusohjelmittain.
Johtopäätökseksi saatiin, että aktiivinen työvoimapolitiikka vuoden 1997 jälkeen nopeammin muuttui aktivoivan työvoimapolitiikan suuntaan Suomessa kuin Ruotsissa. Näyttää kuitenkin siltä, että vuoden 2006 jälkeen myös Ruotsissa ollaan siirtymässä aktivoivan työvoimapolitiikan suuntaan, eli Suomen ja Ruotsin aktiivinen työvoimapolitiikka on samankaltaistumassa uusliberalististen kategorioitten myötä. Tutkimustulokset tuottivat myös sen yllättävän johtopäätöksen, että Ruotsi edelleenkin on Suomea sitoutuneempi Pohjoismaisen hyvinvointivaltion arvoihin ja periaatteisiin huolimatta hallitusvallan vaihdoksen myötä tapahtuneesta oletetusta poliittisen suunnan muuttumisesta. Ruotsin voikin tulkita olevan tällä hetkellä murrosvaiheessa, kulkevan kahta polkua.

The aim of this study was to explore by comparing the rhetoric of active labour market policy and the formulation the strategies and the activities concluded from these. The study is diachronic, between 1997-2007.In the study the rhetoric of active labour market policy of the Finnish and Swedish Governments were compared by using the policy programs and other official policy documents. The focus of the study lied on how the rhetoric of active labour market policy was appearing and changing during 1997-2007 in the policy documents mentioned. From the changed rhetoric it was tried to find altered strategies for the new active or activating labour market policy.
The comparison was done for each of the government periods. The target was to compare the meaning of the governments and their political dimension for the rhetoric of the active labour market policy. The target was the policy documents of the governments. In the study it was tried to find those rhetoric means from the government programs with which the active labour market policy in each of the government programs was justified and formulated. In the study there was analysed how the new categories entitling the new strategies and means were produced with the help of the rhetoric.
From the rhetoric of the government programs it was tried to find the theoretical starting points for the corresponding rhetoric of the economy policy or when the theories possible were altering, the strategies were argumented and categorised. The empirical material of the Finnish and Swedish government programs were compared between Finland and Sweden.
The conclusion was that the active labour market policy since 1997 altered faster towards the activating labour market policy in Finland than in Sweden. However, it seems that since 2006 also in Sweden the active labour market policy is altering towards the activating labour market policy, which means that the active labour market policy is becoming more similar in these countries with the new liberalistic categories. The surprising result from the analyse was the fact that Sweden still seems to be more committed to the values and principles of the Nordic welfare state in spite of the cabinet reshuffle in 2006 and the change of the political dimension. This situation can be seen as a “state of crisis” and Sweden now goes on two paths.
